What is "System" CPU usage doing?

Looking at the UI it seems like CPU is always maxed out and being used 60-80% by “System”

htop paint a different picture, Showing it’s bitcoind using most, (currently syncing a wallet on btcpay server)
CPUs are only maxed out from time to time there,

System just never stops, It’s been ~24h that I did v1 to 1.1 update and I’ve no idea what it could be doing,…

Doesn’t seems like it’s even doing much of any work aside from UI displaying resource usage wrong.
