Is this the default behavior or Umbrel OS? Does Umbrel create a tor-proxy docker app and run it on it’s own and there’s no way to stop it? I also would not want this (or anything running I didn’t specifically install/run myself) and if it’s the default and there’s no way to stop it that would negatively influence my buying decision. If anyone has a clear answer on this I would appreciate it.

You can stop it with a docker command. I am not sure what impact that would have on the running of the system. Would depend if there are any apps that require it!
I might be too curious, but are you sure you want to spend +900 US$ just for adguard+rustdesk+file sharing? It doesn’t make a lot of sense, you can achieve the same with a very basic server. Just saying.
Answering your question, yes, having tor up if not needed is a unnecessary risk, I wouldn’t say it’s a big one anyway.
I want a simple solution with a one-click app store. I originally looked into running CasaOS/ZimaOS on my own hardware, but it’s a China based development team, so I wasn’t sure if it was safe. Umbrel seemed like a safe US based alternative with a one-click app store. The $699 for the hardware didn’t seem like a large investment for the convenience of the out-of-the-box setup.
I could also run Umbrel on my own hardware but the TOR base has given me pause.
You have StartOS, Yunohost, and so many other options that would run literally on any old PC, NUC, Raspberry Pi, etc. That would allow you to avoid using unnecessary tor if that’s what you want.
