Yes, in this case (Raspberry Pi 5 + external SSD) “stable” 2.0 USB is better than “fast” 3.0 USB. 
For the IBD, in my experience, the 2.0 USB port fixes the hardware problem.
I installed my BTC node, last Sunday everything was worderful. I have a Raspberry pi 5 with 8 GB RAM, a micro sd 64 GB and a external SSD disc 2TB Phillips brand new everything. I am using Umbrel I just download Bitcoin node and lightning . Sudenly after 24 hours aprox and 65% of the blockchain downloaded, troubles arrived. The velocity decrease to one percent per day, I obviously thought that something wrong happened. I did everything I change the micro sd for a new one, I change the ethernet cable. I did all the possible solutions that IA gave me and it did not work. I am facing exactly the same situation, peers went down to 1,2 no more that 4 , the temperature is 50°C My internet speed is okey. I actually changed the SSD to another USB port 3.0 and it did not work neither. I will change it to the USB 2.0 to see what happens. If anyone find the solution for this issue. I will be looking forward to knowing that. Nevertheless I would like to know how long takes to download the remaining 35 % for each of you.
